Water (operator) partnerships and institutional capacity
Water utilities operators can support each other to learn to cope with global challenges, to learn on institutional, thematical, customer-relations and financial issues. This case session will focus on institutional goals for the WOPs. In what way can they contribute to achieving SDGs and support funding for the investments needed to connect millions of people to water supply and sanitation? It will showcase a unique peer-to-peer support model that is designed up to the SDG horizon 2030. Together with the Dutch Government, the Dutch Water operators developed WaterWorx, a phased performance improvement program for multiple utilities starting at the beginning of 2017 with a horizon towards 2030. The lessons learned about performance improvement interventions will be shared by both mentors and mentees. This programme, aligned with development banks, will improve service delivery and creditworthiness of the utilities involved. 25 public water utilities from developing countries are part of the WaterWorx programme.

Introduction
We are experiencing worldwide more and more water problems. The Netherlands can play an important role in finding solutions. But if we really want to contribute, we should work together. Over the past year, several programs have been launched: WASH SDG consortium, WaterWorkx, Water Finance Facilities and today we are making an important step to launch a program with Dutch Water Authorities. Each organisation behind a programme has its own expertise and together we can achieve more. Today we take important steps: Waterworkx (announcing the programs that are selected) and Blue Deal (declaration of intent).

Waterworkx: How does Waterworkx take WOP to the next level?
The MD of NAIVAWASS will elaborate on the performance improvement achievements of NAIVAWASS during a partnership with VEI the previous years. Furthermore he will explain the goals of NAIVAWASS within the WaterWorX programme and how WaterWorX aims to take WOPs a step further by; 1) strengthening the financial, technical and social sustainability of the local partner water companies, 2) strengthening the enabling environment including laws & regulations, financing and policies in which water companies are encouraged to function properly, 3) increasing access to water infrastructure investment finance and 4) reaching the poorest households.

Waterworkx: Why combine Water Operator Partnerships with investments in infrastructure?
In Laos, the Luang Namtha provincial public water utility and the Asian Development will cooperate within a WaterWorX project. Mr. de Lijster will elaborate on the cooperation between ADB, the water utitily and world waternet. The peer to peer support between the two public water utilities enables Luam Namh water company to strengthen the organisation, increase revenues and therefore improve creditworthiness. This helps ADB to gain more security for investments.
